Todd Doley is an economist in the USEPA’s Office of Water. Todd received his masters degree in environmental economics from Virginia Tech in 1998, and worked in the private sector before joining the EPA in 2005. During his tenure at EPA, Todd has worked on the economic analyses for numerous Office of Water rulemakings, most recently leading the analysis for the revisions to the Clean Water Act definitions for waters of the United States (WOTUS).
