P. Scott Shearer has extensive trade and agricultural policy expertise. As co-chairman of the Agricultural Coalition for U.S. – China Trade and co-chairman of the Agricultural Coalition for Trade Promotion Authority (TPA), Scott was instrumental in the successful passage of China permanent normal trade relations and TPA. He was a key advisor to the Embassy of Australia in the successful passage of the U.S. – Australia Free Trade Agreement. Scott led the effort for Congress to reauthorize the Foreign Market Development Program (FMD).

Scott is a recipient of the U.S Meat Export Federation’s 2013 Distinguished Service Award, recognizing “one of the leading advocates for American agriculture and agricultural exports.” He also received the 2009 University of Illinois College Of Agriculture, Consumer and Environmental Sciences (ACES) Alumni Association’s Award of Merit, its highest honor, and in 2019 was named the DC Illini of the Year. Scott received Alpha Zeta’s 1997 Centennial Award, which recognized the top national leaders in agriculture.
